Accuracy and authorization have become two of the most critical issues in real estate listings in recent years. In response to increasing concerns around misleading listings, unauthorized portfolio use, and lack of transparency, the Electronic Listing Verification System (EIDS) was introduced as an official regulatory framework.

EIDS is a government-backed system designed to verify who publishes a real estate listing and under which legal authority, before the listing is made public. By integrating listing platforms with public records, the system ensures that both identity and authorization are confirmed prior to publication for for-sale and rental property listings.

What Is EIDS?

The Electronic Listing Verification System (EIDS) is an official verification mechanism that confirms, through e-Government (e-Devlet) and public databases, the following elements of a real estate listing:

  • the identity of the person submitting the listing,

  • the legal relationship between the person and the property,

  • whether a real estate agency has been formally authorized by the property owner.

Listings that do not pass these checks cannot be published on listing platforms.

In Which Cases Does EIDS Apply? Which Listings Are Covered?

According to the official implementation framework:

  • Identity verification is mandatory for anyone publishing a real estate listing.

  • Authorization verification applies when a listing is published by a real estate agency.

  • Real estate agencies may only publish listings for properties for which they have received explicit authorization from the owner via e-Government.

As a result, both for-sale and rental listings are subject to verification. In particular, listings published through real estate agencies cannot go live without verified owner consent.

Who Is Allowed to Publish a Real Estate Listing?

Under EIDS regulations, a listing for a property may be published by:

  • the property owner,

  • the spouse of the property owner,

  • first- or second-degree relatives of the owner,

  • or a real estate agency formally authorized by the owner.

Individuals with no legal relationship to the property are not permitted to publish listings.

How Can Property Owners Publish Their Own Listings?

Property owners who wish to publish their own listings must:

  1. Enter the property details on the listing platform,

  2. Complete identity verification via e-Government,

  3. Allow the system to confirm ownership through public records.

Once these steps are completed, the owner may publish the listing without granting additional authorization.

How Is a Real Estate Agency Authorized?

For a real estate agency to publish a listing, it must be authorized by the property owner through e-Government.

The authorization process includes:

  1. Logging into the e-Government system,

  2. Selecting the relevant property,

  3. Granting listing authorization to the chosen real estate agency,

  4. Defining the authorization period and confirming the transaction.

Without this authorization, the agency cannot publish a listing for the property.

What Is the Purpose of EIDS?

The primary objectives of the Electronic Listing Verification System are:

  • to prevent fraudulent and misleading listings,

  • to eliminate unauthorized portfolio usage,

  • to increase trust and reliability across listing platforms,

  • to establish a transparent and traceable real estate listing environment.
