A significant regulatory change directly affecting the real estate sector in Türkiye came into force as of February 15, 2026. Authorization verification has now become mandatory for property sale listings, including both residential units and land. Under this amendment implemented within the scope of the Electronic Listing Verification System (EİDS), listings submitted without proper authorization can no longer be published on listing platforms, and a substantial number of existing listings are expected to be removed.

This new system aims to increase transparency in real estate listings, eliminate fraudulent listings, and prevent price manipulation across digital platforms.

 

What is the Electronic Listing Verification System (EİDS)?

 

The Electronic Listing Verification System (EİDS) is a digital infrastructure designed to verify the authenticity and authorization of real estate listings published online. Through this system, it is confirmed whether the individual publishing the listing is the legal property owner or has been officially authorized by the owner. While the identity verification phase was introduced in 2023, the second phase—listing authorization verification—had been implemented gradually. As of February 15, 2026, the system has become mandatory for all property listings, both for sale and for lease.

The system consists of two primary stages:

  • Identity verification process

  • Listing authorization verification process

Within this framework, a real estate listing may only be published by:

  • The legal property owner

  • First- or second-degree relatives of the owner

  • Licensed real estate agencies holding an official authorization certificate

This regulation is intended to prevent unauthorized individuals from publishing property listings and to establish a more secure and trustworthy marketplace.

How to Authorize a Listing via E-Government (e-Devlet)

Property owners can complete the listing authorization process through the Electronic Listing Verification System (EİDS) on the e-Government platform by following these steps:

  • Log in to the e-Government (e-Devlet) system

  • Search for and select “Electronic Listing Verification System (EİDS)”

  • Choose the property for which authorization will be granted

  • Select the licensed real estate agency to be authorized

  • Complete the authorization process

Approximately 300,000 Listings Expected to Be Removed

With the full implementation of the new system, the real estate market is expected to experience an approximate 20% reduction in listing volume. Considering that millions of property listings are currently active, this translates to an estimated 300,000 listings being removed from platforms.

This development is expected to significantly reduce:

  • Fraudulent listings

  • Unauthorized real estate advertisements

  • Listings with unrealistic or manipulated pricing

  • Duplicate listings for the same property
